Houston-area single-family home sales saw their first uptick after six months of year-over-year declines, news housing market observers cautiously welcomed.

“At first blush it’s indicative of maybe the market coming back a little bit,” said Jim Gaines, an economist with the Real Estate Center at Texas A&M University.

The 2,766 existing homes sold in January and that is a 7.5 % uptick over a year earlier.”

“It’s too early to tell if we’ve really turned a corner. We have to get through the spring before we can make meaningful comparisons,” he said.

“Based on incomes, this is as affordable as it gets,” said Mark Zandi, chief economist at Moody’s Analytics. “If you can get a loan, these are pretty good times to buy.”

Moody’s Analytics track the ratio of median home prices to annual household incomes in 74 markets. By that measure, housing affordability at the end of September had returned to or surpassed the average reached between 1989-2003 in 47 of those markets. Most economists believe the housing boom took off in 2003.

The number of people who signed contracts to buy homes rose in December, marking the fifth increase in the past six months.

The National Association of Realtors says its index of sales agreements for previously occupied homes rose 2% in December.

Economists have cautioned a big reason for the jump is that people are buying foreclosed homes. Locally, home sales are increasing as well.

“What I hear from people in the industry through our own local associations is that things are better, business is happening, agents are busy, and homes are going on the market. Good homes at good prices,” says Cleveland Area Board of Realtors Chairwoman, Carol Woodard.
